Collect the deeds, Encumbrance Certificate/certified copies and related registration material required by the buyer’s lawyer. Keep the legal conclusion separate from the record itself.
Use the relevant Patta/Chitta, A-register, FMB/field map, TSLR or urban survey material where applicable, then route boundary/extent questions to the surveyor and legal questions to the lawyer.
Identify current land-use/planning/building records and whether hill-specific rules apply to the existing or intended development. Do not infer buildability from neighbouring construction or a seller statement.
Establish whether the specific parcel falls within the Tamil Nadu Preservation of Private Forests Act before treating Committee sanction as a transaction requirement.
Separate the visible motorable route from legal access rights and measured boundaries. Site evidence, legal documents and survey work answer different parts of this question.

TNPPF applicability
Section 3(1)(a) of the Tamil Nadu Preservation of Private Forests Act restricts sale, mortgage, lease or other alienation of a private forest covered by the Act without previous Committee sanction. The first diligence question is whether the specific parcel is within the Act’s scope.
Hill-station building controls
Rule 26 states that the Tamil Nadu Hilly Areas Special Building Rules, 1981 and the Tamil Nadu District Municipalities (Hill Stations) Building Rules, 1993 remain in force for notified hill stations.
Town-specific diligence triggers
These are routing prompts; the town pages own the detailed local evidence.
Separate town access, old/new building records, hill-site condition and current municipal/planning controls from the broad “Ooty property” label.
Use current municipal master-plan/land-use material where relevant, then distinguish Coonoor town from Wellington and Aruvankadu authority/parcel questions.
Resolve the post-2025 municipal-town status versus wider taluk/revenue-village identity before deciding which local-body or rural records control the property.
Confirm the Town Panchayat street plus Ketti I/II/III revenue identity where relevant; do not treat “Ketti Valley” or “Ooty outskirts” as sufficient parcel routing.

Professional boundaries
That distinction protects the buyer from a false single-source “verified property” promise.

The district-wide presence of the Act/service does not mean every Nilgiris parcel is a private forest covered by the Act.
Rule applicability, amendments, planning status, site constraints and proposed work must be checked for the actual parcel and project.
Market extent, fences, old plans and visible occupation do not replace current measurement/boundary work when that issue matters.
Slope, retaining, cracks, damp or drainage can be documented; technical significance belongs to the qualified professional.
A bungalow, town apartment, vacant hill plot and plantation property should not receive an identical document checklist.
